Battlefield
Parkway
is a critical north-south transportation corridor for the Town of
Leesburg. Envisioned as an alternate route to Route 15 through the
Town’s Historic District, and the Route 7/Route 15 Bypass, Battlefield
Parkway will extend from Route 15 south of the Town, to Route 15 north
of Town. Along the way, it will provide desperately needed links to
the Dulles Greenway, the Leesburg Executive Airport, Route 7, and
the Route 7/Route 15 Bypass, as well as many local neighborhoods and
communities.
Several sections of Battlefield Parkway are complete and open, or
partially open, to traffic. However, a key missing link is the section
from Kincaid Boulevard to Route 7 which represents the scope of this
project. VDOT determined that the most efficient way to complete the
project was under a design/build method of delivery.
With
funding in place from numerous sources, including VDOT, the Town
of Leesburg, and the Federal Highway Administration, VDOT solicited
a Request for Qualifications in the summer of 2006. Proposals were
received from six (6) design/build teams in September 2006. After
a review process, VDOT selected three (3) qualified teams to move
forward to the Detailed Proposal phase. Upon receipt of the Detailed
Proposals and lump sum price from the pre-selected teams in April,
2007, VDOT completed an extensive ‘best-value’ review process and
awarded the Contract to the Shirley Design/Build, LLC team in July,
2007.
The Battlefield Parkway project is designed as a four (4) lane divided
urban principal arterial roadway with the ability to widen to six
(6) lanes in the future. Projected traffic volumes in the design
year 2030 are expected to be approximately 27,500 ADT (average daily
trips).
At Route 7, Battlefield Parkway will extend to the south from the
existing signalized intersection. As it approaches Tuscarora Creek,
dual two-lane bridges, approximately 1,250 feet long, will carry
the Parkway over the Creek and the W&OD Trail. The Parkway will
connect to the intersection of Kincaid Boulevard at a new signalized
intersection. A pedestrian shared-use path will be provided along
existing Kincaid Boulevard to connect to pedestrian facilities on
the future Russell Branch Parkway. Soundwalls will be provided on
the bridge adjacent to the existing residences in Kincaid Forest.
